The Philippine Bureau of Customs (BOC) is mulling over the implementation of so-called pre-shipment inspection (SI) for containerized shipments imported into the county by extending the existing Load Port Survey (LPS) for bulk and break bulk cargoes.

The BOC had put into practice the Rules to Implement the Bulk and Break Bulk Cargo Clearance Enhancement Program in May 2010. Under the rules, Under the rules, the LPS issued by an Accredited Cargo Surveying Company (ACSC) for cargo to be imported into the Philippines must be submitted to the BOC directly from the ACSC in a secure electronic format.

Included in the LPS report are among others:
- Description of goods
- Shipper (as declared)
- Receiver (as declared)
- Other intervening parties
- Date of inspection
- Quality and Quantity of the consignment
- Price or value of the cargo (as declared)
- Classification of the cargo
- Port of Loading
- Name of the vessel

The BOC’s Assessment and Operations Group (AOCG) is reportedly hearing opinions from the industry now and recently laid out the proposed presidential decree which would extend the LPS requirement to container shipments.
